To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

1) The total number of firearms reported stolen to your department in 2015.

2) The total number of firearms reported stolen from motor vehicles to your department in 2015.

I submitted on July 21 and 22 requests for police reports related to the theft of firearms from motor vehicles and asking for the total number of automobile burglaries in 2015. If you have not already completed that request, please complete this one first if possible.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Ben Hallman

Dear Mr. Hallman,

I forwarded your request for gun theft statistics to our Research and Development department. They collaborate with us to provide the information to sufficiently respond to your request.

Upon talking to their department, they said they don’t believe the information they provide will be a true and accurate representation of gun theft incidents or gun thefts.

The main reason is this - a lot of times officers describe, or list, the handgun(s) in the narrative of the case report. Therefore, when we do a search of any Theft or Burglary incident that mentions "handgun", "firearm", "rifle", etc. in the case report narrative, it will hit on incidents that have nothing to do with a gun theft.

They told me to let them know if you still wanted them to go forward with acquiring the information despite the fact it will not be a true and accurate representation.

Let me know how you want to proceed.

Sincerely,

L. Webb
