This request seeks records produced between September 15 and the date this request is processed.

I am a reporter for The Guardian, The Nation and other outets.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The department has reviewed your request and has determined that portions of therecords requested are exempt from disclosure under FOIA for the following reasons.
Please be advised the Department redacted the responsive records in compliance with FOIA. Specifically, private addresses were redacted. Section 7(1)(b) exempts from disclosure “private information.” 5 ILCS 140/7(1)(b). Private information is defined in Section 2(c-5) as:
unique identifiers, including a person’s social security number, driver’s license number, employee identification number, biometric identifiers, personal financial information, passwords or other access codes, medical records, home or personal telephone numbers, and personal email addresses. Private information also includes home address and personal license plates, except as otherwise provided by law or when compiled without possibility of attribution to any person.
5 ILCS 140/2(c-5). Therefore, these identifiers were properly redacted pursuant to Section 7(1)(b) of FOIA.
In addition, such identifiers are exempt from disclosure pursuant to Section 7(1)(c) of FOIA. Section 7(1)(c) exempts from disclosure:
[p]ersonal information contained within public records, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy[…] ‘Unwarranted invasion of personal privacy’ means the disclosure of information that is highly personal or objectionable to a reasonable person and in which the subject’s right to privacy outweighs any legitimate public interest in obtaining the information.
5 ILCS 140/7(1)(c). The Department properly redacted the previously mentioned identifiers pursuant to Section 7(1)(c). In addition, the Department also redacted private addresses; such information is highly personal because there is strong interest in keeping addresses of crimes private for security and safety purposes particularly where the address is that of a witness or victim.This information does not significantly reflect public duties or a matter of significant public interest, and its release would be objectionable to a reasonable person. Accordingly, disclosure of this information would be an unwarranted invasion of privacy.
You have the right to have a denial reviewed by the Public Access Counselor (PAC) at the Office of the Illinois Attorney General, 500 S. 2nd Street, Springfield, Illinois 62701, (877) 299-3642. You may also seek judicial review of a denial under 5 ILCS 140/11 of FOIA.
