FOIA Request: Various CRs

To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

Summary Reports and attachment lists for the following IPRA investigations:

• Allegations made by Sidney (or Sydney) McDowell against CPD Officers Casey Ciner, Timothy Fenton, and Daniel Skupien, likely in 2009 or 2010. The allegations were detailed in federal lawsuit McDowell v. Chicago et al (1:09-cv-07171).
• The shooting of Martinez Winford by CPD Officer Zachary Rubald in 2008. The allegations were detailed in several court cases, the most recent being state lawsuit Arnold v. Chicago et al (2014-L-088374).
• Allegations of brutality, intimidation, and false arrest by Demetris and/or Kameo Hill against CPD Officers Zachary Rubald and Robert Johnson. The allegations were detailed in the federal lawsuit Hill and Hill v. Chicago et al (1:13-cv-04847).
• The shooting of Lamont Coleman by CPD Officer Zachary Rubald in 2007. The allegations were detailed in the federal lawsuit Coleman v. Chicago et al (1:09-cv-04179).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
