Dear J Ader:
On behalf of the Office of Emergency Management and Communications (OEMC), I am responding to your Freedom of Information (FOIA) request that our office received on April 09, 2021, wherein you requested the following information:
"All event queries sufficient to show detections made by any Shotspotter device - as well as each Shotspotter audio recordings retained from the same event(s) - generated from April 2nd, 2021 to April 6th, 2021.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes."
In response to your request, please be advised that based on the information you provided, the OEMC does not possess any records that are responsive to your FOIA request. Shot spotter notification are not incoming calls therefore there are no audio recordings responsive to this request. Be advised, the OEMC found 747 event queries related to shot spotter notifications. 747 event queries are unduly burdensome. It is estimated to take several working days to complete a request seeking 747 event queries. This estimation is based on the amount of event queries located and how many redactions may be necessary.
The FOIA provides in 5 ILCS 140/3(g) that requests for all records falling within a category shall be complied with unless compliance with the request would be unduly burdensome for the complying public body and there is no way to narrow the request and the burden on the public body outweighs the public interest in the information. For 9-1-1 event queries to be provided to you, each call must be individually searched, downloaded, reviewed, redacted and reviewed once more for accuracy.  Keep in mind, event queries cannot be provided to you without first redacting information that is considered private and exempt under the FOIA. If you still seek 9-1-1 event queries in response to this request, it is necessary that your FOIA submission seeking event queries be narrowed and clarified.  If you would like assistance in narrowing your request, please contact us, and we will assist you. Otherwise, as explained above, as your FOIA request is currently drafted, the OEMC is unable to respond to the request. If you agree to narrow your request, you must submit a revised written request.  The OEMC will take no further action or send you any further correspondence unless and until your current request is narrowed in writing.  If we do not receive your narrowed request within fourteen (14) calendar days of the date of this letter, your current request will be denied. In the event that we do not receive a narrowed request and your current FOIA request is therefore denied, you have a right of review by the Illinois Attorney General's Public Access Counselor who can be contacted at 500 S. Second St., Springfield, IL 62706 or by telephone at (877)-299-FOIA. You may also seek judicial review of a denial under 5 ILCS 140/11 of FOIA.
