Any of the following types of documents mentioning Border Patrol Tactical Unit (BORTAC) originating from February 1st, 2020 to the date of this request (February 24th, 2020):

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not."

Please be advised your request seeking is unduly burdensome because it lacks specific names and/or email addresses "all staff emails, memos and internal briefings containing the term "BORTAC and/or Border Patrol Technical Unit"

In order to effectively run an email search, the OEMC needs the names or email accounts that you wish searched.   Parameters that would assist this department in conducting an email search include: (1) the e-mail address of the account you wish searched; (2) key words you wish to search for; (3) the e-mail address of each individual’s mailbox, if you seek e-mail correspondence to and from two individuals; and (4) the timeframe to be searched.

It is for this reason that your FOIA request needs to be narrowed and clarified. If you would like assistance, please contact this office by phone or our main email at OEMCFOIA@cityofchicago.org and we would be happy to assist you. Otherwise, as your FOIA request is currently drafted, the OEMC is unable to respond to this FOIA request. The FOIA provides in 5 ILCS 140/3(g) that requests for all records falling within a category shall be complied with unless compliance with the request would be unduly burdensome for the complying public body and there is no way to narrow the request and the burden on the public body outweighs the public interest in the information.
To the extent that your FOIA request has been denied, you have a right of review by the Illinois Attorney General’s Public Access Counselor, who can be contacted at 500 S. Second St., Springfield, IL 62706 or by telephone at (217) 558-0486.  You may also seek judicial review of a denial under 5 ILCS 140/11 of FOIA.
