Please limit your search to the dates between Aug. 9, 2014 and Dec. 3, 2014, inclusive. I forwarded your request to the Department's Public Safety Information Technology Unit. Based upon the parameters provided a search of Department emails was conducted. The search revealed 3702 emails in response to your request.

To satisfy this request, it would require several steps. First, without knowing exactly how many pages each email consist of, even just assuming that each email may consist of a minimum of 5 pages, it is estimated that over 18,000 pages would have to be printed and scanned, that alone would take over several hundreds of hours. Second, the each single page would have to be reviewed, redacted and recopied. The pages would “require examination and evaluation by personnel having the necessary competence and discretion to determine if they are exempt from disclosure under Section 7 of the Freedom of Information Act or should be revealed only with appropriate deletions,” in accordance with the Act.

The CPD has reviewed and redacted these types of files in the past, and estimates it takes a minimum of 8 hours to properly redact approximately 100 pages of these documents. In addition, these redactions may only be done by individuals with knowledge and experience with police files. Therefore, it is estimated that the Department would need over 180 days to process your request.
