Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

According to a BlockClub Chicago, a journalism group in the city of Chicago, the city has stated it has identified people breaking the Emergency Travel Orders. Specifically the Department of Health claims to be monitoring social media to find travelers breaking the quarantine. In a press conference attended by the Mayor and the Director of Public Health, it was stated : "And the city has used social media posts to see who is breaking the travel order and could be subject to a fine, Arwady said."

Therefore, we seek any contracts, bids, or payments to any vendors which provides social media monitoring.
We seek any records in possession of the communication staff when preparing these statements on social media monitoring.
We seek any records in possession of your office about specific cases of individuals who were fined (you may redact personal identifying information about the individuals).
We seek the internal names of any data sets, databases or other data storage medium for social media posts.
Any communication between the Chicago Department of Public Health and the Mayor's Office about social media posts for fines related to covid-19.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

FOIA officer,

I did not receive your unduly burdensome letter directly, it appears you sent it to Forrest Greg and not to me. I was able to find it online but I wanted to raise several factual issues with your letter. First, I did not request "emails", but communications between CPDH and the Mayor's office, and I can't divine the email addresses of your employees as the city does not have a public listing readily available. However in order to help a search for records, I recommend searching in this manner.

I would at minimum begin limiting your search for the last two months May 26th to July 26th. I would further search at minimum for the following keywords inclusive and exclusive, meaning search for each term by itself and in combination with each other. "social media monitoring" "quarantine orders" and the combination of "social media" and "quarantine orders". You can search for Christopher Shields, his direct reports as well as Arwady as mentioned.

That should be sufficient for an initial search for records.
