Please be aware, your request was submitted to the 911 Section of the OEMC. The 311 call center is under the umbrella of the OEMC agency; however, the 311 call center and its employees are located at a different location from the 911 section and operates, somewhat, as its own City Department.  In addition, 311 has its own FOIA section where requests must be submitted to in order to obtain 311 records: 311 City Services
2111 W. Lexington Street
Chicago, IL 60612
Phone: 312.746.9760
Fax: 312.744.4149 Email: 311foia@cityofchicago.org (mailto:311foia@cityofchicago.org) Each City department is a “public body” under Section 2 of FOIA, 5 ILCS 140/2(a). See Duncan Publishing, Inc. v. City of Chicago, 304 Ill. App. 3d 778, 784, 709 N.E.2d 1281, 1286 (1 ST Dist. 1999) (“Clearly, each of the individual departments are subsidiary bodies of the City and are ‘public bodies’ as defined by the FOIA.”) A FOIA request must be directed to the department that maintains the records you are seeking. For further guidance on records maintained by each City Department, please refer to the following link: https://www.chicago.gov/city/en/narr/foia/foia_docs_by_dept.html (https://u8387778.ct.sendgrid.net/ls/click?upn=6HtRfOYLt5fXvpttM-2FU1HUG5FcvXp7qAzUD9wUlDOd7QeKQqocFTXIPU4lrQd53TcW-2F2T3aih5AIaHIg3pkLe-2FeCrqAMpQKYQxZXmRGrg-2Fw-3DlBkR_3XoiR-2FfztoTN464RTNqUMOw6g0D-2F7u1GYYOJQJ-2BgWhU7LLY1aMazqEVaVpDV9JrbgUHY5LPKCUflblxAqABCHRdokZDdUrTA7pQdbFZ6WyetaPpHqZp-2BS8hXh9v6-2BaVQbcKWdL2NorT0-2FdzMOL6-2F-2FiaMOAbw8vJYNJDcbiZJeszyt7tNlFnAlFjJn0tQFoq3xgiICl7nFC6gVIoG-2BUsPkmtfx3y-2FyDy4yYEUv9fPT8eThAcg8YP-2Fm4vaxJ9wg3pssR95C-2BLd-2Bt4HTltMXCgKMNEMsmVUEMJ6uCNxNyZiofAc6SFthEVtTgxrgUeThblQOmF6zcCt1uGfnLtR7-2BC1asjKeqwflXB0fiPqU-2B-2FqoumqBFUATHyj3nPGh6DR0-2BNNkZJTAVnlnaRcLjvNLp4lbA-3D-3D) Lastly, if your request still seeks records maintained by the OEMC’s 911 section, be advised, your FOIA request is unduly burdensome because it presumably includes e-mails. In order to effectively run an email search, OEMC-911 requires that you provide specific data inclusive of the following: (1) the e-mail address of the account you wish searched; (2) key words you wish to search for; (3) the e-mail address of each individual’s mailbox, if you seek e-mail correspondence to and from two individuals; and (4) the time-frame to be searched. For these reasons, it is necessary that your FOIA request seeking email records be narrowed and clarified.  If you would like assistance in narrowing your request, please contact us and we will assist you.  Otherwise, as explained above, as your FOIA request is currently drafted, OEMC-911 is unable to provide a response to your request. Again, it is more than likely your request is seeking records from our 311 unit and not the 911 section of the OEMC; however, if you feel your request has been submitted to the appropriate section of the OEMC, you must agree to narrow and clarify your inquiry, and revise your written request.  The OEMC-911 will take no further action or send you any further correspondence unless you resubmit a revised request.  If we do not hear from you within fourteen (14) calendar days of the date of this letter, your request will be denied. To the extent your FOIA request has been denied, you have a right of review by the Illinois Attorney General's Public Access Counselor who can be contacted at 500 S. Second St., Springfield, IL 62706 or by telephone at (877)-299-FOIA. You may also seek judicial review of a denial under 5 ILCS 140/11 of FOIA. Sincerely,
A. Martin - OEMC FOIA Freedom of Information Officer Office of Emergency Management & Communications 312-746-9403
