Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

According to a recent report from the Department of Justice on CPD's Use of Force:

"First, we reviewed thousands of pages of documents provided to us by CPD, IPRA, and the City, including policies, procedures, training plans, Department orders and memos, internal and external reports, and more". Therefore, I request a copy of every single Document provided by the City to the Department of Justice, including but not limited to "policies, procedures, training plans, Department orders and memos, internal and external reports, and more"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. Please be aware that this request is being made Lucy Parsons Labs, a registered non-profit in the State of Illinois.

Dear Mr. Martinez,

This letter is in response to your Freedom of Information Act (FOIA) request to the City of Chicago Law Department, which was dated January 23, 2017 and received in our offices on January 24, 2017. We are now timely responding. In your request, you seek:

[A]ccording to a recent report from the Department of Justice on CPD's Use of Force: "First, we reviewed thousands of pages of documents provided to us by CPD, IPRA, and the City, including policies, procedures, training plans, Department orders and memos, internal and external reports, and more". Therefore, I request a copy of every single Document provided by the City to the Department of Justice, including but not limited to "policies, procedures, training plans, Department orders and memos, internal and external reports, and more"

Your request as written is overly burdensome. Your request encompasses all records provided to the Department of Justice by the city in connection with DOJ's investigation. This would amount to tens of thousands of pages of records that were provided to the DOJ without redaction, pursuant to the terms of DOJ's investigation. In order to comply with your request, the Law Department would then need to review each page for redactions, which would take many hundreds of hours.

Therefore, it is necessary that your FOIA request seeking "[A] copy of every single Document provided by the City to the Department of Justice," be narrowed and clarified. If you would like assistance in narrowing your request, please contact me, and I will assist you. Otherwise, as explained above, as your FOIA request is currently drafted, the Law Department is unable to respond to the request.

If you agree to narrow your request, you must submit a revised written request to my attention. The Law Department will take no further action or send you any further correspondence unless and until your current request is narrowed in writing. If we do not receive your narrowed request within fourteen (14) calendar days of the date of this letter, your current request will be denied.
