Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

1. All records regarding the purchase of, acquisition of, installation of, subscription to, payment for, or agreements concerning software designed to access information from social media services;

2. All records that contain any information about the functioning of software designed to access information from social media services that is used or has been used by the Chicago Police Department;

3. All records regarding correspondence about or with a company that offers software designed to access information from social media services, including but not limited to all correspondence about or with the companies Brightplaent, Geofeedia, Intrado Inc, LifeRaft, Magnet Forensics, Media Sonar, Signal Corporation, and ZeroFOX;

4. All records regarding the policies that govern access to or use of software designed to access information from social media services;

5. All training materials and all records used to instruct members of your agency in the proper use of software designed to access information from social media services or of the information such software is capable of accessing;

6. All records regarding the sharing with entities outside the Chicago Police Department of information obtained from or obtained by using software designed to access information from social media services;

7. All records referencing social media profiles, comments, posts, messages, or events accessed or retained from social media services through use of software deisnged to access information from social media services.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Please see my responses to your requests below. Thank you.

1. I can't explain the name of the specific software because I don't know the specific software that the Chicago Police Department uses for social media monitoring. This information may be easier to locate once you have identified existing or previous contracts between the Chicago PD and one or more of the following social media monitoring firms: Geofeedia, Intrado, LifeRaft, Media Sonar, Signal Corporation, Zerofox, Brightplanet, and Magnet Forensics. Then, once those existing or terminated transactional relationships have been identified, you would be able to identify the software I am inquiring about, assuming that such software is described in business contracts between the firms and the police department.

2. The above explanation applies to your second inquiry. As for a time frame, let us say 08/01/2014 through 02/15/2016.

3. I am seeking correspondence related to business/transactional relationships between the Chicago Police Department and representatives from these social media monitoring firms. For keywords, use the names of the eight firms provided. I do not wish to narrow down the list of companies from eight to three, as I have not been provided with a valid legal reason for why I should do so.

4. I am referring to policies that determine how Chicago law enforcement can use social media for surveillance purposes.

5. 08/01/2014 through 02/25/2016.

6. 08/01/2014 through 02/25/2016.

7. 08/01/2014 through 02/15/2016. I am referring to records of social media profiles, comments, posts, messages, and events retained by the Chicago Police Department as part of ongoing or terminated criminal investigations.

Hello, I looked through the vendors list at the link you provided me and could not locate a contract with Geofeedia or any of the other social media monitoring services firms I initially mentioned.

However, it was reported that the Chicago Police Department has contracted with Geofeedia: http://www.chicagobusiness.com/article/20141211/ISSUE01/141219984/guess-who-else-is-monitoring-your-tweets

This means there are documents responsive to my request, including contracts, invoices, purchase order forms, etc. Please provide these documents if they are on file.
