Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

• A copy of the bid submitted by Chicago in response to Amazon's request for proposals for the site of its second headquarters — document(s) which would have been sent between September 1, 2017 through January 20, 2018 — and any supplemental materials provided to Amazon at the same time.

When I previously filed a request for these records, it was denied because of exemptions outlined in Section 7(1)(h), which the denial letter explained exempts from disclosure: “[p]roposals and bids for any contract, grant, or agreement ... until an award or final selection is made. Information prepared by or for the body in preparation of a bid solicitation shall be exempt until an award or final selection is made.”

As Amazon has made its final selection on where to locate its second headquarters, this exemption no longer applies and Chicago's bid should be of public record.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Other finalist cities have provided us with the bids they submitted, and they typically look something like the attached file (Boston's bid).
