In regards to all necessary requester status considerations, it should be noted that this request is being made by a member of the news media as part of a nationwide journalistic investigation on the privatization of corrections and institutions (physical, systemic, political, etc.) in the greater correctional and law enforcement system. In addition to being a news media request submitted in the public interest, all communications generated in the processing of this request, in addition to the requested materials, will be made available to the general public as part of a curated news series.

This request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Sincerely,

Beryl C.D. Lipton

The Tennessee Public Records Acts at T.C.A. § 10-7-503 requires Tennessee
governmental entities to be “open for personal inspection by any citizen of
Tennessee, and those in charge of such records shall not refuse such right
of inspection by any citizen, unless otherwise provided by state law.” Your
letter does not establish that you are a Tennessee Citizen. As such, the
records you have requested will not be provided since they are not required
to be produced or copied under Tennessee law.

There are 4 exceptions to City policy - proof may have to be provided
before processing:
1. You are an out of state law firm that represents a TN resident
2. You own property in TN and you are requesting records on that property
3. You work for a government agency and requesting in that official
capacity
4. You are out of state but were in a type of accident or involved in an
incident in TN
