From: Chatham County Sheriff

TO: Dave Maass and Olivia Ali, Electronic Frontier Foundation c/o Mucrock News

The attached Open Records Act Request concerning Flock Safety License Plate Readers was sent to the Chatham County Sheriff's Office. That agency does not utilize, nor have any information on this matter. The Flock Safety License Plate Readers are used by a different County agency, the Chatham County Police Department, of which I am a member and am responding to your request.

(1) The n umber of license plates scanned with Flock Safety automated license plate readers over the last 30 days.

Responding to this request would require accessing captured license plate data. Georgia Code Section 35-1-22(b) requires that such data is "not accessed except for a law enforcement purpose". Therefore, that information cannot be queried for a non-law enforcement purpose.

(2) The names of the hot lists/watch lists used with Flock Safety automated license plate readers.

There is one current Hotlist as of 10/20/20 and its name is "Stolen Trailer".

(3) The names of all the agencies wit h which data is shared with through the Flock Safety automated license plate reader system.

Pooler Police Department

Savannah Police Department

Beaufort County, SC Sherriff's Office

McDonough Police Department

Garden City Police Department

Douglasville Police Department

(4) The names of all the agencies from which data is received th roug h the Flock safety automated license plate reader system.

Savannah Police Department

Pooler Police Department

Garden City Police Department

(5) All ag reements will [sic] local homeowner associations or private business or individ uals for access to Flock Safety systems.

There are no agreements with local homeowner associations, private businesses, or any individuals. Access to license plate information is protected and restricted by Georgia Code Section 35-1-22.

(6) All contracts, MOUs, or other ag reement with Flock Safety.

The Chatham County Police Department does not handle or maintain the contractual agreements with Flock Safety. I believe those are managed by the Chatham County Purchasing Department, and a separate ORA request should be directed to that agency.

(7) All procurement documents related to Flock Safety.

The Chatham County Police Department does not handle or maintain procurement documents regarding Flock Safety. I believe those are managed by the Chatham County Purchasing Department, and a separate ORA request should be directed to that agency.
