Dear Mr. Whittle,

This e-mail was sent to a person other than the FOIA contact and this person was out of the office with an automatic reply saying so. Due to an IT related issue, some time was needed upon his return to evaluate e-mail.

There is nothing responsive to your request. There were no "stand down orders". Please see the link to the City Manager's letter that also mentions "stand down orders" included here:

There was an operation or action plan, which is considered a tactical plan and pursuant to Va. Code § 2.2-3706(A)(2)(e) and § 2.2-3705.2(14), those records are exempt from disclosure.
This FOIA matter is considered closed. You may contact me if you have additional questions or concerns.

Sincerely,

Lieutenant C. S. Sandridge
