This is a response to your Virginia Freedom of Information Act request received on April 21, 2019. I have researched the emails from our command staff and have found no records responsive to this request. If you wish to request emails from the entire police department as noted in your request, we have determined the City will accrue costs exceeding $200 due to the amount of staff work time it will take to search for the requested records.

I am confused on who exactly we are fulfilling this request for. Originally, it was sent via Tom Nash, who is a confirmed Virginia resident, but replies have been coming from Lelia Young. Per Va. Code. Sec. 2.2-3704(A), records requests can only be made by either residents of the Commonwealth of Virginia or journalists who work for print/broadcast stations that broadcast or print in Virginia or into Virginia.
