Pursuant to the North Carolina Public Records Law, I hereby request the following records:

1. Shift length/times of all Student Resource Officers (SROs) employed by the Charlotte-Mecklenburg Police Department dating from January 1, 2010 to December 31, 2019. In particular the data should include (although not restricted to): officer badge number, date of shift, hours of shift (e.g. 9:00-17:00), race of officer, age of officer, experience of officer, and school assigned to.

2. Of the officers in item (1) above, shift length/times of every shift the officer has worked within the department regardless of assignment. For instance, if an officer was assigned as an SRO in 2017, I am looking for all of their completed shift data from January 1, 2010 - December 31, 2019 including: officer badge number, date of shift, hours of shift (same as above in (1)).

3. For each officer in item (1), all use-of-force reports and complaints filed by/against each officer.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please note that this request has been ignored and passed around through two separate entities: Charlotte-Mecklenburg Police, and the City of Charlotte. My original reference number (rLyGM9ICHaDf6y4O) and corresponding request (dated June 20, 2022) was never responded to, nor acknowledged by the City of Charlotte—a copy of the request is attached to this email for reference.

After speaking with someone from the City of Charlotte help center, they told me that the records I seek are from Charlotte-Mecklenburg Police. Please note that I have also attached my original request to Charlotte Mecklenburg Police as well.

Thank you for your questions pertaining to Charlotte-Mecklenburg Police Department (CMPD) School Resource Officers dating from January 1, 2010 to December 31, 2019. As background, the CMPD's School Resource Officers Unit (SRO) was not centralized until the summer of 2016. As a result, the information provided in this response reflects SROs assigned during fiscal years 2016-2017 and 2018-2019.

Please find below and attached responses to your questions.

1. Shift length/times of all Student Resource Officers (SROs) employed by the Charlotte-Mecklenburg Police Department dating from January 1, 2010 to December 31, 2019. SROs have a standard weekly schedule of 42.5 hours and each school has a different schedule that is subject to change from year to year.

Personnel records of City employees are confidential pursuant to North Carolina General Statute (NCGS) 160A-168. Furthermore, pursuant to NCGS 160A-168(b)(11), the City is only allowed to release the "[d]ate type of each dismissal, suspension, or demotion for disciplinary reasons taken by the municipality. Attached please find copies of the Public Information Reports of CMPD Police Officers assigned as School Resource Officers during the fiscal years 2016-2017 and 2018-2019.
