Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:
Any and all documents created during, mentioning, after or otherwise relating to the prison board executive session held on August 31, 2016, including searches for all minutes, event proceedings, notes, presentations, memoranda, emails, faxes, instant messages, press releases and any other analog or digital communications. The existence of these proceedings were previously discussed in public by Michelle Klein of the Centre Daily Times on September 1, 2016 in an article entitled "County prison warden terminated."
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This is an appeal to the response for my Right to Know Act to the request to the Centre County Correctional Facility for "Any and all documents created during, mentioning, after or otherwise relating to the prison board executive session held on August 31, 2016, including searches for all minutes, event proceedings, notes, presentations, memoranda, emails, faxes, instant messages, press releases and any other analog or digital communications. The existence of these proceedings were previously discussed in public by Michelle Klein of the Centre Daily Times on September 1, 2016 in an article entitled "County prison warden terminated.""
The request was not denied, but the wrong documents were provided as a response. The request was for documents created on August 31, 2016, and the documents provided were for September 1, 2016.
The requested documents are actually directly referenced in the documents returned to me, on the first page: "Denise L. Elbell, Acting County Administrator reported an Executive Session held Wednesday, August 31 2016 from 8:07 to 9:20 AM to discuss personnel matters." This is the Executive Session I am inquiring about. My request also included a request for communications related to this Executive Session, which were not provided. I do not believe that the responding records officer acted in bad faith, but unfortunately my inquiry remains unresolved.
I would also like to be very clear about the specific information I am seeking: I am interested in the reasons for termination for the Center County Prison Warden Rick Smith and any and all documents related to the investigation and discussion which led to his offer of resignation and termination, as described in the September 1st documents.
I believe the public interest in this information is self-evident given the authority that the office of the Warden holds over the lives of the inmates of the Center County Correctional Facility. This information is not only important to the public as a whole in the interest of judicial transparency and accountability, but also to any inmate whose conviction, sentencing, appeal or parole status may have been directly influenced by the actions of their former Warden.
