Pursuant to Pennsylvania Right to Know Act, I hereby request the following records:
Any and all contracts, invoices, receipts, itemized billing statements, financial projections, inventories, presentations, rosters, reports, communications and any other documents related to "PrimeCare Medical, Inc", since 2010.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

As we are finalizing our Right to Know response, we need to notify the requestor of the anticipated costs. The copy fee is $0.25 per page and the cost of mailing. At this time we are anticipating a minimum of 2,000 pages, $500. And an estimated cost of $30 for mailing.
Before we proceed with finalizing the request, we would like confirmation you will pay for these costs. We require payment before release of information.
If you agree to payment, we will finalize the amount by tomorrow and email you the invoice tomorrow by close of business.
Once we receive payment, we will release the records.

Thanks again for your swift reply!
If at all possible, I would greatly prefer to have digital copies of the documents rather than printed copies. Not only would this be a benefit for the general public as then the documents can be more easily and widely shared, there is also the environmental and financial cost of using that much paper and associated transportation.
Is there any chance that you could instead send me a digital copy of the documents? Either as an email attachment, through a "Dropbox" type file-hosting service, or perhaps as a CD or USB stick which could be mailed rather than a massive stack of paper documents.
Given that we're talking about over 2,000 pages here (which is quite a lot more than I originally anticipated!) - would you be so kind as to also give me a brief summary of what those pages contain? As I mentioned earlier, this is a non-commercial request, so $500 is quite a sticker-shock!

The records are responsive to the request.
Pursuant to Section 701 of the PA Right to Know Act: A record being provided to a requester shall be provided in the medium requested if it exists in that medium; otherwise, it shall be provided in the medium in which it exists.
Section 705 of the PA Right to Know Act: When responding to a request for access, an agency shall not be required to create a record which does not currently exist or to compile, maintain, format or organize a record in a manner in which the agency does not currently compile, maintain, format or organize the record.
Our records exist in paper medium. Therefore payment for the copies are required.
If the requestor choses, you can come to our office and review the records. After you review the records, you can determine which pages to be reproduced for the request.
Otherwise, we require payment prior to releasing the records. Attached is an invoice that outlines the costs of the total amount of requested records and the mailing costs.
Payment is required in either a money order or certified check made out to Centre County Government.
Please let us know if you plan on paying for the records or will visit to review the records.

Hello again! Thank you again for your swift reply.
In that case, let us both save some headache and limit the scope of the request to only _digital_ documents, which do not require scanning, printing, or shipping, and can be delivered digitally. If there are references in those digital documents to analog-only documents, I can request those individually in follow-up requests.
