Pursuant to the Iowa Open Records Law, I hereby request the following records:
Copies of all emails sent via the city's public email system, included elected officials, during calendar year 2020 that contain the term "Lyz Lenz". In an effort to limit the burden on your office, I ask that this be done as a simple full text search of the email archive with the matches released to the public.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Dear Mr. Welsh,
We have received your request for "all emails sent via the city's public email system, included elected officials, during calendar year 2020 that contain the term "Lyz Lenz."
I have consulted with our Information Technology Department, and our system does not allow us to search terms from all mailboxes simultaneously. The request would require us to search each individual account for the search term for each month within the time period requested.
Per city ordinance, requests for information are charged at a rate of $20 per hour after the first 30 minutes. This includes staff time to research, review and compile information. A broad request of information involving all city employees and council members will likely take a large number of hours to fulfill.
In order to accurately prepare a time estimate and coordinate fulfillment, I am seeking to clarify your request. Would you like to provide more specific guidelines as to the departments or individuals involved in your request? Identifying specific employees or departments you would like to search will help keep the overall costs of the request down.
If you do not wish to modify your request, I will be happy to provide a cost estimate based on your original request involving all city employees and council members.
Please respond and indicate how you would prefer to proceed. Once I have that information, I will provide you with a time and cost estimate to fulfill the request.

I also request that this search include personal or professional emails outside of the city's IT system that are used for city business. This is a well established element of public records law. For instance, it is my understanding that Mayor Brad Hart uses bhart@bradleyriley.com to conduct city business. I would like it to be searched as well. Thank you.
