While the City will endeavor to timely respond to your request, the production of records may be delayed as a result of limited staff working remotely, the inaccessibility of paper records in City Hall which is closed, and higher priority projects during the ongoing COVID-19 national, state and local emergency, as declared by the President of the United States, Governor of California, and the City of Carlsbad.

The City of Carlsbad has reviewed its files and has determined there are no responsive documents to your request. We do not run the class, we only let them use our facility to host classes for anyone that signs up for them. Therefore we have no contracts or training materials, as they all belong to Embassy Consulting. We did send officers to attend the classes but we would only have their class registrations, no contracts.
If you have any questions, or wish to discuss this further, you may contact my office at 760-434-2808. This records request is now considered closed.
Sincerely,
