Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

The latest user guides, manuals, and written instructions regarding how to use both Blue Team software and IAPro software.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

I appreciate the due diligence. This is a partial completion of my request. As you know there are significantly more pages of user guides and manuals. For instance, page 12 of IAProProductOverview refers to "Appendix X." I am looking for all Appendices as well as all detailed product usage instructions for IAPro -- not merely an overview. You may ignore information about Blue Team and focus soley on IAPro from this point on. Again, many thanks.

Hi Jeremy,

Now we have a problem. You do understand that, if you do not provide the full manual in the possession of any department that is responsible for providing reports out of IA Pro -- PSU or otherwise -- that you are witholding responsive documentation in bad faith. Obviously, this is a violation of state statute and would merit involvement with the Secretary and Attorney General of the Commonwealth, feature stories in major media outlets, and naturally, a civil suit.

It is up to you.

The IA PRO documentation that we are in possession of has previously been shared with you. While supervisors of the Cambridge Police Department (CPD) did receive in-person training on the system, CPD did not receive any additional documentation such as appendices or product usage instructions.
