Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:
• All statistical reports/documents regarding the number of permits issued to street performers during the year 2014.
• All citations issued to street performers during 2014
• All rejected applications for licenses in 2014.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Hello Mr. McKendry,
Thank you very much for your letter. Can you please clarify the following points?
• My second request was for "All citations issued to street performers during 2014," in response to which there are no documents. According to the Cambridge Arts Council website:
"Performers that have received a non-criminal citation within the last year must settle any outstanding fines prior to applying for a new permit. All fines of this type should be paid in the City Clerk's office located in the Cambridge City Hall at 795 Massachusetts Avenue. Following payment, a receipt must be presented to CAC staff in order to apply for and obtain a new permit." (http://www.cambridgema.gov/arts/Programs/streetperformers.aspx)
In the case that one is applying for a new permit, how is fine status verified?
• My third request was for "All rejected applications for licenses in 2014." Is the lack of responsive documentation related to the lack of rejections issued in 2014 or to a lack of record keeping regarding rejected applications? The website states that "Cambridge Arts staff will work with individuals interested in securing a permit to determine whether or not the intended performance meets the definition for performance contained in the Ordinance and to provide advice on strategies for successful interactions with residents, local businesses and fellow performers."
This material is for a project involving area schoolchildren, and I would like to be able to provide as much clear information as is rightfully publicly available. I'll be happy to submit payment for all available records and/or set up a time to speak/collect responsive materials.
