To Whom It May Concern:
I am a reporter with EdSource, a nonprofit journalism organization, and pursuant to the California Public Records Act (California Government Code ยงยง 6250), I hereby request the following records:
All documents, including correspondence, internal audits and reports possessed by the Department of Social Services pertaining to suspensions of or termination in enrollment of students from California State Preschool Program preschools in the counties of Los Angeles and San Francisco between June 30, 2003 and June 28, 2016.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
Sincerely,
Jeremy Hay

Thank you for your PRA request. I need to do some research before I assign this request to the appropriate program staff.

We do not have a break-down of state preschools and we do not track enrollment. Also, we would only know about terminations in enrollment if there was a complaint or a self-reported incident. You would be able to get more information by going through Department of Education (CDE) as they have access to all state preschools and reports involving individual children.

Kim,
Thank you. What about if I confine my request to complaints about terminations in enrollment or self reported incidents? It sounds like to the degree that complaints have been made, you would have records. Is that right? Also, if there are complaints, shouldn't there also be a record of how it was resolved?

Have you checked with the Department of Educations?
From: Jeremy Hay
I'm afraid they don't track preschool expulsions or suspensions. I hoped that your office would have records of complaints.
From: DSS PRARequest
Could you be able to shorten the time period to the last 5 years?

Yes, absolutely.

Okay. Then I believe they will be able to provide close to what you are asking. I will forward you the documents once I receive them, or any other information that may assist with this request.
