Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:

Emails, text messages (i.e., SMS messages) and other mobile-phone-based text communications (e.g., Signal Messenger, WhatsApp, Wire, Wickr, Telegram, iMessage, Facebook Chat, SnapChat, Slack, Glip, Facebook and Twitter "direct messages," etc.), sent between Secretary of the California Natural Resources Agency John Laird and Governor Jerry Brown, as well as between Secretary of the California Natural Resources Agency John Laird and any member of a water agency or water special district (especially Westlands Water District, Santa Clara Valley Water District, Metropolitan Water District and Kern County Water District), including members of the board of directors at those agencies, their administration, chief executive officers, chief operating officers, chief financial officers and staff. Emails and messages should include those addressed or "CC'd" to Secretary John Laird or any alias of his, sent by the secretary, or sent on behalf of the secretary, in 2017, on personal or work-specific devices operated by or otherwise under the control of Secretary John Laird. In the event that the search for responsive records involves a public employee's good-faith search of his or her personal device, please provide a reasonably detailed, nonconclusory affidavit attesting to the nature and extent of that search.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Dear Ms. Alapati,

I am responding to your public records request. Unfortunately, I cannot provide you with records at this time as your request is overly broad and unduly burdensome. It lacks both a subject matter or topical project/matter of interest, and identification of the agencies and persons for which you would like communications. I am happy to work with you to narrow the request so that you can achieve access to non-exempt public records, but at a minimum would ask you to identify the topic you wish to better understand, and any particular local agencies, or staff persons who might be relevant. Statements like “any member of a water agency or water special district including members of the board of directors at those agencies, their administration, chief executive officers, chief operating officers, chief financial officers and staff” are simply too broad to allow for reasonable search.

I would like to narrow my search to any communication in 2017 between Secretary of the California Natural Resources Agency John Laird and the following people: Governor Jerry Brown, Santa Clara Valley Water District members: John Varela, Richard Santos, Gary Kremen, Barbara Keegan, Linda J. LeZotte, Nai Hsueh, and Tony Estremera; and Metropolitan Water District members: Jesús Quiñonez, Glen Dake, William Gedney, Janna Zurita, Judy Abdo, Randy A. Record, Linda Ackerman, David D. De Jesus, Gloria D. Gray, John W. Murray Jr., and Steve Blois.

I am requesting all communication that is subject to public record. Please let me know if this helps narrow the query.
