POST has determined that to the extent that the request seeks information regarding officers who work undercover or have another legitimate interest in maintaining anonymity (California Commission on Peace Officer Standards & Training v. Superior Court (LA Times Communications LLC) (2007) 42 Cal. 4th 278) and to the extent such interest has been asserted by the officers or their employing agency, such information is confidential and exempt from disclosure and therefore cannot be produced. 

This determination is made in part pursuant to Government Code § 6254(k) read in conjunction with, inter alia, the appropriate provisions  of California law precluding the release of such information, including, but not limited to, Penal Code § 832.7, 832.8, Evidence Code §§ 1043 and 1046, Civil Code § 1798 et seq., Evidence Code § 1040, and other applicable federal and state law, including the constitutional right to privacy; Government Code § 6254(c), (f) and Government Code § 6255.

Response to your questions Question, Level II officers must complete 24 hours of CPT every 2 years, correct?
It appears that this reserve officer is out of compliance. Can you confirm? what is the penalty or actions taken by post for someone out of compliance?

Currently, if a Level II Reserve Officer is out of compliance with the required 24-hour CPT, POST will identify the issue and notify their agency so they can bring the training deficit into compliance.
Currently, POST does not have the authority to revoke or penalize the officer, so it leaves it to the agency to handle.
