Any research, interviews, reports or analysis generated prior to LECC selecting Palantir as a vendor.
Any audits, progress statements, performance assessments, or internal or external reports concerning Palantir’s software, hardware or services for LECC.
Any summary documents detailing annual payments to Palantir.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The San Diego County Sheriff's Department is in receipt of your January 13, 2017 request for records to the San Diego Law Enforcement Command Center (SD-LECC). The Sheriff's Department will be responding to the request on behalf of the SD-LECC.

The Sheriff's Department is extending the response date for this response by 14 days pursuant to Government Code section 6253(c)(1) and (3). The 14 day extension will be from the date that the initial 10 day response period expired, which was January 23. Accordingly, the Sheriff's Department will provide a response no later than February 6, 2017.

Dear Mr. Harris:

The San Diego County Sheriff's Department is in receipt of your email of January 13, 2017 to the San Diego Law Enforcement Coordination Center (SD-LECC) seeking records pursuant to the California Public Records Act (CPRA). The Sheriff's Department previously extended the response date pursuant to Government Code section 6252(c).
Preliminarily, it must be stated that the LECC is not a "public agency" within the meaning of the California Public Records Act. It is a work location staffed with personnel from multiple local, state, and federal agencies working towards common operating goals, akin to a law enforcement "task force". While a task force may, under certain circumstances, such as when a joint powers authority is formed, be considered a "public agency" within the meaning of the California Public Records Act and the Brown Act, those circumstances do not exist with regard to the SD-LECC.

Nevertheless, the Sheriff's Department, with the cooperation of the member agencies that staff the SD-LECC has, in the spirit of public disclosure and openness, decided to respond to the request as if the SD-LECC were a self-contained, distinct public agency. In doing so, we have construed your request (as we believe we must) to be directed towards the SD-LECC, as opposed to each and every member agency of the SD-LECC, or to the San Diego County Sheriff's Department. The Sheriff's Department has agreed to draft this response on behalf of the SD-LECC.

The Sheriff's Department now responds to each component of your request (interspersed below, in different color type) as follows:

A copy of all contracts with Palantir Technologies Inc, aka Palantir.
Attached to this email is the contract with Palantir, as well as the subsequent amendments. The documents have been partially redacted to remove information that is exempt pursuant to Government Code sections 6254(c), 6254(f), and 6254.15.

Any research, interviews, reports or analysis generated prior to LECC selecting Palantir as a vendor.

Attached is a May 14, 2013 letter from the Sheriff to the Board of Supervisors, a draft of a Request for Sole Source Procurement Authorization, and several emails (partially redacted) that are responsive to this component of the request.
