ORSA communications with California Insurance commissioner

To Whom It May Concern:

Pursuant to California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:

All emails and email chains sent or received between Jan. 1, 2013 and Sept. 8, 2013 by Department of Insurance Commissioner Dave Jones that specifically reference the following terms: "ORSA;" "risk and solvency assessment;" and/or "AB 584."

I would like to further narrow my request to include only emails and email chains between Mr. Jones and persons outside the California government email system (i.e. not public employees). However, if there are multiple parties to an email exchange or email chain (including both respondents and people cc'd and bcc'd) and some of the parties are within the California government system and some are not, please also include those exchanges. The responsive records should also include any attachments that are part of the requested emails and email chains.

I also request that fees be waived as I am a journalist -- employed by MuckRock and the Boston Globe -- and intend to use any pertinent information I receive as a result of this request to educate the public on the workings of the government.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
