Pursuant to the California Public Records Act, I hereby request the following records:
[The timeframe for this request is January 1, 2019 until the present]
1) All contracts, statements/scopes of work, memorandums of understanding, or privacy agreements between the department and Idemia and/or Apple regarding mobile drivers licenses or other digital identity products.
2) All successful bidding documents submitted by Idemia and/or Apple in response to mobile drivers license or digital identity RFPs.
3) All advertising brochures, presentations, marketing communications, or other promotional material sent to the department by Idemia and/or Apple regarding mobile drivers licenses or other digital identity products.
I ask that all fees be waived as I intend to use the requested records to further public understanding of government functions and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.
Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The California Department of Motor Vehicles acknowledges receipt of your email on March 24, 2022, requesting the following records pursuant to the California Public Records Act (Government Code section 6250 et seq.).
"Pursuant to the California Public Records Act, I hereby request the following records:"

Government Code section 6253, subdivision (c), allows the Department a fourteen (14) day extension to respond to a California Public Records Act request in "unusual circumstances," as enumerated in subdivision (c). The following "unusual circumstances" apply to this matter:
* The need to search for and collect the requested records from field facilities or other establishments that are separate from the office processing the request.
* The need for consultation, which shall be conducted with all practicable speed, with another agency having substantial interest in the determination of the request or among two or more components of the agency having substantial subject matter interest therein.
Accordingly, the Department will inform you of its decision within fourteen (14) days from the date of this communication.

On April 18, 2022, the Department responded to the above request by disclosing the non-exempt records responsive to your request. In addition, you were informed that additional records were being analyzed to determine whether the Department could reasonably segregate the exempt information and release the remainder of the record.
The analysis has been completed and attached you will find non-exempt records responsive to your request.
