Dear J. Ader:
The California Highway Patrol (CHP), Office of Community Outreach and Media Relations (COMR), received your California Public Records Act (CPRA) request, dated November 29, 2020, and received by this office on November 30, 2020, via electronic email.
In your request, you asked for the following:
Any/all of the following documentation created and/or disseminated through your department from November 25th, 2020 to November 26th, 2020:
-situation reports
-Incident reports
-after action reports
-field analysis reports
-open source intelligence
-other intelligence reports
On December 3, 2020, COMR contacted you via email to clarify items listed in your request and assist you in obtaining the records you seek. At this time, COMR has not received any contact from you.
The Department does not have a centralized computer system capable of producing the records you are requesting. To identify potentially responsive records, a more focused and specific request would be required, such as, the date and location of a specific incident for which the Department has jurisdiction would need to be provided so a thorough search may be conducted at the appropriate Department Area office. Further, records described as situation reports, field analysis reports, open source intelligence, and other intelligence reports do not describe identifiable records in the Departments possession. As such, COMR has determined your request is overbroad and does not meet the requirements contained in Government Code Section 6253, subdivision (b).
If you have any questions or if you need additional information, please contact this office at (916) 843-3310.
Sincerely,
F. CLADER
