Pursuant to the California Public Records Act, I hereby request the following records:
Copies of any internal manuals, instructions, forms or checksheets for how the law enforcement agency processes records requests.
I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers. As my primary purpose is to inform about government activities by reporting on it and making the raw data available, I request that fees be waived.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The California Highway Patrol, Office of Community Outreach and Media Relations (COMR), received your California Public Records Act request, dated and received by this office on July 16, 2018.
In your request, you asked for the following, verbatim:
Copies of any internal manuals, instructions, forms or checksheets for how the law enforcement agency processes records requests.
The Office of COMR has determined it possesses public records responsive to your request, and has compiled a 32-page set of records.
To offset its duplication costs, the Department currently charges requesters a duplication fee of $0.30 per page for records. If you wish to receive this set of records, please send a check or money order in the amount of $9.60, or $5.00 for one CD, to the California Highway Patrol, Office of Community Outreach and Media Relations, P.O. Box 942898, Sacramento CA 94298-001 (Attention: Janelle Dunham). Please make the check payable to California Highway Patrol and note PRA 2018-55 on the memo line. Once payment is received, these records will be prepared and mailed to you on an expedited basis.
