To Whom It May Concern:

Pursuant to the California Public Records Act, I hereby request the following records:

I am seeking all records associated with the California Department of Corrections participating in prison population experimentation on so-called "Male Transsexuals". This request should include but not be limited to cooperation with academic research into hormonal experimentation, HIV research, or any other mental or physical treatments/examinations where the results had been shared either internally to prison officials, or externally with academic organizations.

More specifically, I would like any information related to the development of the attached research paper titled "HORMONE PATTERN IN PHARMACOLOGICALLY FEMINIZED MALE TRANSSEXUALS IN THE CALIFORNIA STATE PRISON SYSTEM" as developed by L.J. Valenta, MD, PhD, A.N. Elias, MD, and E.S. Domurat, MD. According to this study, there were 86 individuals from the California Department of Corrections prison population who voluntarily/involuntarily participated in this study and I would like to compile as much documentation about this specific study from the Department of Corrections as possible.

If insufficient documentation can be found related to "male transsexuals" please also include the terms "transvestite" & "homosexual" in the search criteria to locate more information specific to the study that I am researching.

Please include the years between 1980 and 1991 in the search window for this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Emily Crose

From: Emily Crose

Please advise which entity a researcher would go to in order to obtain records related to the issue I have requested. The California Bureau of prisons forwarded me onto your organization, and I have a hard time believing that no organization in the state of California would maintain records from the 1980's on prisoner health, especially as they would pertain to external organizations using the prison general population for medical experimentation.

Dear Ms. Crose,

As previously indicated, CCHCS has no records responsive to your request. Perhaps you may reach out to the references and departments noted in the research paper with your questions.
