To Whom It May Concern:

Pursuant to the California Public Records Act, I hereby request the following records:

A copy of the DMV's California Public Records Act request logs for calendar year 2019. These logs should include a request date, description of records requested, requester organization (if applicable) and current status of the requests.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Ben Welsh

From: Department of Motor Vehicles

Dear Mr. Welsh,

The Department of Motor Vehicles does not maintain a "Public Records Act request log" as you describe it. Requests submitted to the department are handled by the department's Legal Affairs Division, which maintains for internal division purposes a log that contains the following information: file name, date received, date due, and date responded. The log does not contain a description of the documents requested. Since I do not know what you mean by "status," I cannot say whether the categories of dates I previously listed are responsive. Please let me know if the document I've described is something you still wish to obtain.

Thank you for this prompt response.

The request I sent you is a pro forma one I have sent dozens of other agencies at the local, state and federal level. In each and every case, the fields I requested were kept as part of a standard request log. You can see examples of responses below. The list includes California state agencies similar to your own.

While I find it difficult to believe your agency is able to track and fulfill a high volume of requests without some notation of each request's content and current disposition, which is what I meant by status, I will accept whatever records you can make available. Please release them as soon as you can.
