RE: Public Records Act Request for Cannabis Safety Testing Documentation
Dear Alex Traverso (and Others to Whom It May Concern):
Pursuant to my rights under the California Public Records Act (Government Code Section 6250 et seq.), I ask to obtain a copy of the following, which I understand to be held by your agency:
(i) certificates of analysis submitted to the state by licensed cannabis testing laboratories for failed sample batches of both cannabis and manufactured cannabis goods.
(ii) all “data packages” prepared and submitted to the state by licensed cannabis testing laboratories for failed sample batches of cannabis and manufactured cannabis goods.
I ask for a determination on this request within 10 days of your receipt of it, and an even prompter reply if you can make that determination without having to review the records in question.
If you determine that some but not all of the information is exempt from disclosure and that you intend to withhold it, I ask that you redact it for the time being and make the rest available as requested.
If I can provide any clarification that will help expedite your attention to my request, please contact me at 917.859.1266 and/or matthew.d.phelan@gmail.com. I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press (myself), and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

I believe you reached out to our office via email twice indicating that you did not receive a PRA response to your April 6 2021 PRA request seeking the following from the Bureau:
* Certificates of analysis submitted to the state by licensed cannabis testing laboratories for failed sample batches of both cannabis and manufactured cannabis goods.
* All "data packages" prepared and submitted to the state by licensed cannabis testing laboratories for failed sample batches of cannabis and manufactured cannabis goods.
