Pursuant to the California Public Records Act, I hereby request the following records:
- Form 700 Statement of Economic Interests (including assuming office, annual statements, and leaving office statements) for all individuals that have held the role of Auditor-Controller/Treasurer-Tax Collector.
- Records from public meetings (e.g. minutes or recordings) regarding the role of Auditor-Controller/Treasurer-Tax Collector.
- Emails and memoranda mentioning California Gov. Code Section 1099, simultaneous appointment, or dual appointment, as well as any communications with the California Fair Political Practices Commission or the California Office of the Attorney General regarding the simultaneous role of Auditor-Controller/Treasurer-Tax Collector.
- Records of previous complaints or investigations concerning the independence of the office of the County Auditor-Controller from the office of the Treasurer-Tax Collector.
The time frame I am looking for is the last five years, or the maximum available under the records retention policy if less.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Thank you for your timely acknowledgment, I look forward to receiving responsive documents as they are available.
With respect to part 3 of my request (emails and memoranda mentioning the concern at hand), I would like to remind you of the County's obligation under Gov. Code, § 6253.1 and Community Youth Atheletic Center v. City of National City (2013) 220 Cal.App.4th 1385, 1417 to assist requestors in identifying records that are responsive to the request or the purpose of the request, and describe the information technology and physical location in which the record or records exist. In addition, Gov. Code, § 6253.1, subds. (a)(1)-(3) requires the County to provide suggestions for overcoming any practical basis for denying access to the record or records. In short, a blanket denial is unacceptable; rather, the County is obligated to help advance the request.
