Pursuant to the California Public Records Act, I hereby request the following records:

Any documents and/or records related to the following "legal review":
"Effective June 1, 1999, the California Office of Secretary of State will authenticate
the signatures of county clerks, county recorders, superior court judges, superior
court executive offices, superior courts clerks, court administrators and the
deputies of all of these officials. Due to legal review by the Office of Secretary of
State, it will no longer authenticate the signatures of other county officials, such
as health officers and registrars."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Thank you for contacting the California Secretary of State with your request for any documents and/or records related to the following:

The California Secretary of State is a Competent Authority under The Hague Convention<https://www.hcch.net/en/instruments/conventions/specialised-sections/apostille>, of which the United States of America is a member. The California Secretary of State is permitted to issue an apostille for public documents, such as birth certificates or acknowledgments of notaries public to be used abroad, and authenticates signatures of California public officials whose oaths of office are on file with the Secretary of State pursuant to Government Code sections 1363<https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?sectionNum=1363.&lawCode=GOV> and 8213<https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?sectionNum=8213.&lawCode=GOV>.

California Local Heath Officers and Local Registrars do not file their oaths of office with the California Secretary of State's office; therefore, documents signed by these individuals must first be certified by the county clerk's office prior to being presented to our office for authentication. The issuance of apostilles (a form of authentication) is defined in federal and California law; therefore, we do not have any documents on file responsive to your request.
