To Whom It May Concern:

Pursuant to the Vermont Public Records Act, I hereby request records relating to the roster of officers on the force at BPD.

1) In the past, I have requested the BPOA and non-union seniority lists from BPD. However, some officers, such as Peter Bottino, who apparently work part-time with BPD, are not included on these lists. I am requesting records which would show the list of part-time officers on BPD, including information such as officer name, rank, badge number, hire data, and unit assignment or job title.
2) Second, I am requesting documents or lists which would show the date of retirement of all officers who have left the BPD in the last year.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Lt. Couture,

Thanks for the quick response. For retirement, I am looking for all officers who have changed their status from being members of the BPD, to not being members of the BPD, in the past year. This could include officers who have retired due to age, officers who have quit, been laid off, moved to a new department, switched to a civilian role, fired, resigned, etc. Your response only included one officer, Daniel Merchand, who I assume has retired in the sense that he is done working and collecting a pension or otherwise. Second, I requested the retirement dates for each officer, but your response only specifies that Sgt. Merchand retired sometime in the last year.

Please consider this request re-opened. To summarize, I'm looking for a list of all officers who have left the BPD in the past year, and the final date of employment of each officer. Hopefully that is something available in a concise format. Let me know if I should go through the city HR department instead.
