To Whom It May Concern:
Pursuant to the Vermont Public Records Act, I hereby request the following records:
In the recent report from CNA consultants, it is mentioned that BPD uses a spreadsheet to keep track of officer complaints. I am requesting a copy of this spreadsheet (or spreadsheets). If multiple spreadsheets are available to cover different time periods, I am requesting sheets covering complaints going back over the last 5 years. If more data is available, please provide the files in full and do not truncate rows or remove pages to limit the time span to the requested period.
I understand that some of the information in the sheets may be exempt as personnel discipline records. However, whenever information is exempt from disclosure, the Public Records Act requires agencies to disclose records in redacted form. For example, it should be possible to redact columns including identifying information about officers and members of the public, but include columns which include basic information like when and where the alleged incident occurred, and basic information about the complaint, like the category of alleged misconduct, the nature of and a description of the incident, and how the complaint was resolved.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
