From: Shawn Musgrave
To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
All emails for the hackney officer from January 1, 2013 to the day this request is processed that contain any of the following keywords:
-Lyft
-Ridesharing/ride-sharing
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Shawn Musgrave

OK Shawn. We will not waive the fees, though. Additionally, the
information on your website is factually way off; the average time for us
to fill a request was inflated, inaccurate, and factually misleading.
There was one request that was sent to a PIO for months that was never
even sent to the Keeper of the Records. Two others were so poorly worded
that we couldn't determine what exact records were being requested. A
George Levines submittal has resulted in me attempting to coach him
through what he actually wants, and it doesn't appear he even knows. I had
to get MUCKROCK to clarify exactly what 'drug records' they were
requesting. In fact, we still can't igure it out, and are still awaiting
clarification. The April 30th request for equipment is something I just
saw on your website. If the web site is going to print information,
please print accurate information. I am hopefully this email gets on the
web site because you are misleading the public.

We are acquiring the bait bike info. It is held by Sprint since it is very basic and is public street data only.
Police presence is $20. Once you send money, we will forward via US postal service.
Equipment inventory is in process, but under our State regulations we only release basic information (I.e number of cars, police officers w/ equipment) I will get an estimate today.

Captain Gropman,
Could you please reply to this email directly with the Lyft email attachment you had previously sent to info@muckrock.com? For some reason they were not uploaded properly to our system before, and this will make it easier to track the date you responded. We will, of course, indicate that you responded at the earlier date and time.
Best,
Shawn

Captain,
We've received the email metadata (subject, author, recipients, date/time) but not the content. Was there any content to this email?
Best,
Shawn

I still haven;t received word back yet as to whether muckrock is charging
a fee to the original respondents. If you are, you will be receiving a
bill from us. The few exceptions we made that were readily available was
because of your status as a representative of the media.

Hi Captain Gropman,
Thank you for the clarification. I have closed this request in our system.
With regard to your question about fees, my answer is two-part. As I said before, MuckRock is both a service provider and an investigative media platform in its own right. Similarly, my roles with MuckRock encompass both service administrator and journalist. Since MuckRock is merely an intermediary for public records requests, it is appropriate to inquire about the media status of an individual requester using our service, rather than of MuckRock writ large.
As this request was for my own reporting, it clearly falls under the media requester umbrella. Granted, I would also encourage you to follow the Supervisor of Public Records' guidance to make public records freely accessible at no charge to the entire public, media or otherwise, to the greatest degree it is feasible and practical for your department.
Best,
Shawn
