Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

Training plan submitted to the Department of Defense's Connecticut state coordinator for Brookfield PD's "COMMERCIAL ARMORED VEHICLE" (NSN: 2320-DS-TRU-CKDQ) - as described in the below statement from Michelle McCaskill, spokesperson for the Defense Logistics Agency:

"It has always been the responsibility of each state’s designated coordinator to ensure that each and every Law Enforcement Agency (LEA) is trained on the equipment they received from the 1033 program. LEAs are required to certify to DoD through the state coordinator they have a training plan for an asset that requires specialized training, to include armored vehicles and aircraft, before the equipment is issued. LESO receives a copy of the plan only – the approval process is at the state coordinator level."

Please also include any documents used in the training, or internal memos and records referencing either the training plan or the training itself.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

This is in response to your FOIA Request, dated July 13, 2015.

The Brookfield Police Department does not have a "Training Plan" for the use of the listed "Commercial Armored Vehicle - NSN: 2320-DS-TRU-CKDQ". This vehicle, although in the possession of the Brookfield Police Department through the 1033 program, is not currently operational. It has never been used in training or emergency operations due to its inoperable condition.

The Brookfield Police Department contributes members to the Danbury Police Department Emergency Services Unit and receives training on Armored Vehicle operations as a part of that unit.

Attached is a letter to 1SG. (Ret) John R. Smith, CT State 1033 Program Coordinator, reporting the April 2015 training class.

The Brookfield Police Department has no other documentation relative to such training.

Thank you so much for your response - I believe of the police agencies I've contacted yours was the speediest reply.

If you don't mind my asking, how did Watertown PD end up with an inoperable vehicle? Was it delivered in that condition?

Daniel,

You mentioned Watertown PD, but I think you meant Brookfield.
The vehicle is an Armored SUV (Executive Protection Type) and was intended to be used for hostage rescue and ESU Operator Emergency/Injury Extraction applications.
It was picked up in “As Is” condition and had several operational issues (Steering Column, Brakes, Ballistic Glass lamination issues) which were difficult for our town mechanics to remedy. As a result the vehicle has sat, unused, awaiting repairs that would render it useable. If and when that will take place, I’m not certain. We may be looking to return it to the Feds.
