Councilor Wu wrote,

"No longer are we satisfied with meeting public records requirements, including federal Freedom of Information Act obligations, in a reactive way, responding to citizen-generated requests slowly on paper.

Instead, open data laws call for proactive information sharing, inviting transparency, scrutiny, and accountability."

Secretary of the Commonwealth of Massachusetts
Public Records Division

Dear Secretary of the Commonwealth of Massachusetts,

Please look into the Reconsideration of your Directive regarding the Additional File for Plain Text Stenographic Record of the Public Meeting of Boston City Council. The Additional file with abbreviations, acronyms, dictionary type entries is necessary for PlainText. Your Public Records Division failed to explicitly consider the City Contract Article 2.3 "Performance" indicating the Additional File is property of the City, see also
http://www.documentcloud.org/documents/1263415-stenographer-contract-fy15.html#document/p4

"City is entitled to ownership and possession of all deliverables purchased or developed with Contract funds. All work papers, reports, questionnaires and other written materials prepared or collected by the Contractor in the course of completing the work to be performed under this Contract shall at all times be the exclusive property of the City."

There is also a requirement that public information be provided in the original language for hard of hearing, deaf, ESL English as a Second Language folks.
