To Whom It May Concern:

I'm a journalist working on a possible piece about Freedom of Information Law. Pursuant to the state Freedom of Information Act, G.L.M. c.4, €7, clause 26th, I hereby request copies of records on Freedom of Information Act filings in the City of Boston. Specifically, I am looking for: Documentation on how many requests were filed in 2009. The resolution (approved, denied) of those requests. The names of the requesting individuals and/or organizations. Ideally, I would like the cover-letter responses by the City of Boston to FOIL requests submitted in 2009, which I believe would include all of the above information.

I agree to pay reasonable search and duplication fees for the processing of this request in an amount not to exceed $10.

In the event that fees do exceed $10, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, but hard copies are acceptable if more convenient.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,
Michael Morisy

Dear Mr. Morisy,

While many Public Records requests come to the Mayor's Press Office, most city departments receive requests that do not originate in and are not processed through the Press Office. This includes the Boston Police Department, Fire Department, Public Schools, ISD, BPHC, BCYC, BHA, BRA, and many other departments.

As your request did not originate in the Press Office, we are unsure exactly what it is you are seeking.

If you are looking for information on all Public Records requests filed with the City of Boston, we would direct you to each department, as they are the custodian of records.

If you are seeking information on 2009 Public Records requests filed with the Mayor's Press Office, we can process the request. I would give a preliminary estimate of 8-16 hours of work and segregation and about 50 cover pages, unless you are also seeking the actual records requested, which would exponentially inflate the amount of responsive documents. Absent that, it would be an estimated $300-$600 to process every Public Records request for 2009 that went through the Mayor's Press Office.
