Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

All contracts (and their amendments), memorandums of understanding, intergovernmental service agreements, and any agreements of any sort entered into by the Boston Police Department with Lan-Tel for all services, equipment, and activities involving/provided by/contracted for regarding surveillance equipment (including, but not limited to, cameras) and installment for the 2015 Boston Marathon. Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all invoices/receipts detailing compensation received as a result of any agreements
• all agreements related to the provision of services
• all financial agreements (such as loans or bonds) entered into as a result or in association with any of the aforementioned agreements
• all installment plans
• equipment specifications
• all proposed installment locations
• all policy, procedural, and training documents, including but not limited to: use policies, standard operating procedures, training materials, presentations, privacy assessments, data retention policies, and other guidelines
• all equipment scheduled to remain active following the 2015 marathon

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please be advised that we research each request in the order it was
received, and it may take longer than ten days to be fulfilled. If your
request requires a substantial amount of research, reviewing and redacting,
fulfilling the request will take a significant amount of time. Please plan

This email is in response to your records request below. The Boston Police
Department has no records responsive to this request. The BPD did not
contract with Lan-Tel for the Boston Marathon. Lan-Tel may have entered
into a contract with the Boston Athletic Assoc. (BAA) for this event. You
may want to direct your inquiry to the BAA. Again, the BPD did not contract
with Lan-Tel for the 2015 Boston Marathon and does not have any documents
responsive to your request.
