Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

All payments to/withdrawals from the Inclusionary Development Fund's "cash-in-lieu" of affordable housing program, 2010-present.
From the City of Boston website

"The remainder of the funds come from other sources including the City's Inclusionary Development Fund (IDP). IDP funds come to the City when developers of residential properties of more than ten units choose to fulfill their affordable housing obligation to the city by submitting a "cash-in-lieu" payment, rather than building affordable units on-site. Mayor Walsh signed an Executive Order updating the IDP to increase developer contributions in December 2015."

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon -

The attached is a response to a request made under the Massachusetts Public
Records Law. The requester requested data on “payments to and withdrawals
from the Inclusionary Development Fund's "cash-in-lieu" of affordable
housing program, 2010-present.”

Known as the IDP Fund, funds were initially held and managed by the BRA. In
2013, funds were moved to the City of Boston Treasury Department, and
administered by the City of Boston Department of Neighborhood Development
(“DND”). Because of this change in management, DND holds the most recent
records, and instead of requiring you to file a separate records request
with DND, BPDA staff have worked with DND staff to fulfill the request.

The attached spreadsheet is responsive to the request. It has two tabs. One
includes all payments made to the Fund from 2010 to January 25, 2017
(“receipts”). The second tab (“awards”) outlines all projects that have
been awarded funds from 2010 to present. Please note that the figures on
the two pages will not equal, as 1) it does not take into account funds
already in the fund made before 2010, and 2) some funds held now have not
yet been committed to projects. Funds are committed through a request for
proposals, which is held on an annual or semi-annual basis, depending on
funding availability and coordination with funding rounds for other
affordable housing resources.
