From: Christopher Schiano

To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

Any email sent or received by any employee of your agency between June 1, 2019 and the date on which this request is processed which contains any mention of "Straight Pride".

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Christopher Schiano

Good Afternoon Christopher:

The City of Boston received your requests for records, made to the
following departments:

1. Boston Fire Department requests@muckrock.com
2. Boston Police Department requests@muckrock.com
3. Boston Regional Intelligence Center
requests@muckrock.com
4. Boston Transportation Department requests@muckrock.com
5. Office of the City Clerk requests@muckrock.com
6. Law Department requests@muckrock.com
7. Office of Emergency Management requests@muckrock.com
8. Office of the Mayor requests@muckrock.com
9. Press Office requests@muckrock.com
10. Public Works Department requests@muckrock.com
11. Property Management requests@muckrock.com

Please be advised the public records law requires each records custodian to
have one (1) Records Access Officer. I am the Records Access Officer for
each of the above-named departments. I ask that you send any future
request directly to my attention at publicrecords@boston.gov.

The public event application for the "Straight Pride Parade" was approved,
which is a step in the process towards receiving a permit. Attached is the
application submitted by the organizers and the map of the approved route.
As a next step, the organizers will need to receive necessary approvals
from the police department and the licensing board in order to receive both
a parade permit and an entertainment license.

As a reminder, applications to host a public event are granted based on
operational feasibility, not based on values or endorsements of beliefs.
The City of Boston cannot deny a permit based on an organization's values.
Mayor Walsh will not be attending these events.

This group originally requested to hold an event on City Hall Plaza and
raise the "Straight Pride Flag" on City Hall flag poles. This request to
raise the flag was respectfully denied as use of City Hall flag poles is at
the City’s sole and complete discretion. The City maintains that its flag
poles are a forum for government speech. As such, the City maintains
selectivity and control over the messages conveyed by the flags flown on
our flag poles, and has chosen not to display the "Straight Pride" flag.

Yours truly,

Shawn A. Williams, Esq.
