Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

I request work order documents for all signs made for the South Yarmouth State Police Barracks from January 2016 to February 2016.
I request emails between Sign Shop Supervisor Andrea Lomas, (Lomas, Andrea (DOT) {andrea.lomas@dot.state.ma.us]) and Lt Charles Atchinson (Atchison III, Charles (POL) (charles.atchison.iii@MassMail.State.MA.US]) from January 2016 to February 2016 in which the signs are particularly described.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is not inclusive of all signs ordered for SP South Yarmouth. Specifically this sign which was approved by Colonel Kerry Gilpin for Charles Atchinson made by Andrea Lomas sign shop that read TEAMWORK, DO YOUR JOB, BE SAFE. This sign was retaliatory and it was reported to then Capt Kerry Gilpin, it was directly from an email Lt Kevin Buckley sent to my entire barracks about me. The email said Sgt Heywood, DO YOUR JOB, WE ARE ONLY AS STRONG AS THE WEAKEST LINK. It is deceitful of the SP to fail to include this sign and email ordering same.

Dan, this is not a complete record of all signs ordered for SP Yarmouth. Kerry Gilpin approved this sign which was put up in the barracks and was retaliatory, it was further reported to Kerry Gilpin of HIU and NOT investigated. I am requesting ALL signs made for SP Yarmouth to include the picture below. This is not transparency.

This is not inclusive of all signs ordered for SP South Yarmouth. Specifically this sign which was approved by Colonel Kerry Gilpin for Charles Atchinson made by Andrea Lomas sign shop that read TEAMWORK, DO YOUR JOB, BE SAFE. This sign was retaliatory. I reported same to Capt Kerry Gilpin, the sexual harassment investigator, and m asked Lt Charles Atchinson to remove same. He told me it was bolted to the wall. When I asked to remove it, Atchinson said, "I will tall the Major you are making another complaint. I asked, just take it down, its part of my lawsuit. Atchinson called Major Thomas, who ordered Atchinson, who was a temporary station commander, to take the sign down. The words were directly from an email Lt Kevin Buckley sent to my entire barracks about me. The email said Sgt Heywood, DO YOUR JOB, WE ARE ONLY AS STRONG AS THE WEAKEST LINK.

Lt Charles Atchinson stated this sign was specifically approved by Colonel Kerry Gilpin. I included a picture of the sign, sent to Capt Kerry Gilpin, who admitted she approved said sign.

The parameters of the e-mail search were all e-mails sent or received from any Department of State Police e-mail address to Andrea Lomas of MassDOT from January 1, 2016 until March 31, 2016.
