Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

-All emails between William Sinnott and Boston Police Department regarding the nondisclosure agreement signed in June 2013 between the BPD and the FBI regarding cell site simulator technology. -All emails between William Sinnott and Amy Ambarik (Condon) regarding the above NDA.

-All emails between William Sinnott and Mitchell Weiss and/or Mayor Menino regarding the above NDA.

-All memorandums, briefs or other documents assessing the legality of the above NDA.

-All memorandums, briefs or other documents approving BPD's entering into the above NDA.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The limited number of emails and other documents that you seek are
protected by attorney-client privilege and, therefore, are exempt from
disclosure. Specifically, emails and other documents circulated between
former Corporation Counsel William Sinnott and BPD Legal Advisor Amy
Ambarik Condon, would be protected by both attorney-client and attorney
work product privilege. Emails and other documents circulated between
Sinnott and Mitch Weiss and/or Mayor Menino would be similarly exempt.
Likewise, all documents discussing or analyzing the legal aspects of the
NDA would be privileged.

Under the Massachusetts Public Records Law, it is your right to seek
redress through the administrative process provided by the Office of the
Supervisor of Public Records, Office of the Secretary of State.
