Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

The transition report completed for incoming Mayor Marty Walsh in 2014.

As described by the department audit published in December 2015 (see http://static1.squarespace.com/static/5086f19ce4b0ad16ff15598d/t/56958ee0a976af028c21a1a3/1452642019336/Boston+Police+Department+-+Audit+-+Final+Report+-+Dec+2015.pdf): "Transition Report 2014 [....] This report, completed in 2014, provided an overview of the department, its operations, leadership, staffing data, crime data, and programs for the incoming mayor."

As I am submitting this request in my capacity as a journalist who covers police and law enforcement, I ask that you waive fees in the public interest. I would be happy to provide examples of my work, if this helps in your determination to waive fees.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
