Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

The report completed by Management Partners in 2002, which reviewed best practices to make the BPD more efficient.

As described by the department audit published in December 2015 (see http://static1.squarespace.com/static/5086f19ce4b0ad16ff15598d/t/56958ee0a976af028c21a1a3/1452642019336/Boston+Police+Department+-+Audit+-+Final+Report+-+Dec+2015.pdf): "Operations Review and Position Analysis Report [....] This report, completed by Management Partners in 2002, reviewed best practices to make the department more efficient, reviewed position assignments to increase the number of sworn members to direct service rather than support positions, and determined how to accomplish the measures without layoffs or an increase in the operating budget."

As I am submitting this request in my capacity as a journalist who covers police and law enforcement, I ask that you waive fees in the public interest. I would be happy to provide examples of my work, if this helps in your determination to waive fees.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
