Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

-All communications with DroneShield and/or its founder Brian Hearing, including but not limited to emails, letters or other correspondence, regarding deployment of DroneShield scanners and net guns along the marathon route
-All agreements or memorandum of understanding signed with DroneShield and/or its founder Brian Hearing regarding the use of DroneShield scanners and net guns
-All internal memos or instructions issued to officers and/or staff regarding anti-drone technology to be deployed at the marathon
-All training logs or other documents that reflect officers and/or staff who were trained to use DroneShield scanners and net guns for the purpose of detecting and neutralizing drones

In a press conference held on Friday, April 17, 2015, BPD Commissioner Evans indicated that "anti-drone" technology would be deployed at the 2015 Boston Marathon. A number of outlets reported that DroneShield scanners and net guns were provided to BPD for deployment along the marathon route.

An April 17 article in the Boston Globe reported: "The commissioner said that the city will be using anti-droning technology for the first time in several locations to increase the public’s safety at the race. He said a company offered the services to police, who will give it a try."

An April 17 article in WGBH reported: "There'll also be air quality checks along the route and antidrone devices on some roofs. [....] "It's just another piece of technology that's going to aid us that day," Evans said of the antidrone technology."

An April 20 article in Quartz reported: "DroneShield has created a device that listens for the sound of drones, ten of which will be deployed along the marathon route today. [....] Hearing, a loyal MIT graduate who spent six years in Boston, offered the service to the Boston police department to guard against any threats posted by drones, especially from hobbyists getting to close with drones trying to get video of the race. [....] Hearing said he provided the Boston police department with net guns to take down any drone flying lower than about 100 feet.

DroneShield also indicated via social media that it provided these devices to BPD for deployment along the marathon route. On April 17, @DroneShield tweeted (see: https://twitter.com/DroneShield/status/589145508960174081) "Yes it's us: DroneShield to help Boston Marathon detect unauthorized drones". On April 20, @DroneShield tweeted (see: https://twitter.com/DroneShield/status/590299546103767040) "Teardown time.. Great success! Thank you Boston Marathon and BPD @bostonmarathon @bostonpolice" along with a photo of its devices.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
