Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

Records detailing the quantity and nature of citations issued during this year's Boston Freedom Rally event, which took place from 26-27 September, 2015 - as well as any information that relates to the use of plainclothes police officers to issue such citations.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Thank your extremely timely response and for this information, however; would it be possible to get a copy of the incident reports themselves in digital format as well as any documents describing the use of plainclothes officers working at the event to issue citations (pertaining to the number of officers employed to such an end and the amount of hours they were stationed at the event).

This Massachusetts Public Records Request has not been adequately addressed. Copies of the incident reports themselves were requested, as well as any information or documents pertaining to the operations of plainclothes officers at the Massachusetts Freedom Rally in September - none of these were received. It has been over 10 days (the amount of time in which you are required by law to answer requests in some way) since your first response, and I intend to appeal to the state on the basis of an effective denial of access. Thank you for your time and I hope that the documents themselves can be processed without great inconvenience.
